When we first learned Blender 2.8 was going to kill the Blender Internal engine, many people (including yours truly), were afraid this was going to really set back nonphotorealistic (NPR) in Blender. Thankfully, this has turned out not to be the case and we’re seeing many great works.
Paul Caggegi has just released a free toon shader for Eevee which is spectacular! Unlike many, it responds to light and has a simple to use interface. He’s made a video which explains how it works. The file itself can be downloaded here.
